1.    The High Commission of India, Dhaka is pleased to inform that Government of India has announced a specialized ITEC course to be held from March - May, 2023. Details of the course is as under:

THE ST STEPHENS YOUNG LEADERS, NEIGHBOURHOOD - FIRST (YLNF-2) FELLOWSHIP PROGRAMME

2.  This ITEC course is being offered to a working professional. The eligibility criteria for the applicants are:-

  • Must hold a Graduate degree.
  • Not more than 35 years old.
  • Must have a minimum of five years of work experience in a relevant field.
  • Demonstrate potential to benefit from the Fellowship and demonstrate personal, intellectual and interpersonal attributes reflecting this potential.
  • Have a commitment to implement the learnings of the Fellowship in the home country.
  • Meet all program-specific requirements including the St Stephen’s Language Proficiency Test.
  • Must not hold Indian citizenship.
  • Should not have received any Indian government funding in the last five years.

3.  Further application process will be:-

  • Applications are to be made through the ITEC portal https://www.sjsdhaka.gov.in
  • High Commission of India, Dhaka will provide necessary support.
  • Once the application is made, candidates will then go through a Language Proficiency Test and an interview. These are essential components of the selection process and successful candidates         for the             Fellowships are expected to clear both with at least a 50% score in each of the      

4.  Work Experience:-

  • The St Stephen’s YLNF Fellowship applicants must ensure that they meet the minimum work experience requirement for the fellowship program before submitting their application. The types of work experience that are eligible for the St Stephen’s fellowship can include full-time employment and part-time employment.

5.  Methodology:-

  • Lectures, interactive presentations, hand-on learning from Policy initiators, implementors and practitioners are the main processes by which instruction is carried out. Through extensive classroom teaching, interaction and hands-on experience in Public Policy, Negotiations, Diplomacy, Law, Energy & Education, the Fellowship will give participants an intimate understanding and experience of these subjects which can then help them adapt the knowledge gained to local situations and issues in their country. The Fellowships are intended to help nurture future leadership in these countries.

6.  Program Components:-

  • Leadership and Administration.
  • Public Policy and Law.
  • Sessions on Education, Environment and Energy.
  • Exposure visits to Delhi and one neighbouring state.
  • Interactions with Ministers and Ministries.
  • Training on negotiations and diplomacy.
  • Field visits at District Collectorates.
  • Site visits to projects.
  • Understanding Indian cultures protocol, networking and tourism and traditions.
  • Identification of a relevant research topic, preparation and thesis submission.

7.  Highlights of the Fellowship:-

  • Fully funded, three month-long, residential Fellowship programme from St Stephen’s College.
  • Public Policy and Administration as thrust areas. 25 fellows from friendly neigbourhood countries.
  • Classroom instruction with dedicated sessions on Leadership Management.
  • Exposure and interaction with Indian Ministers, bureaucrats and thought-leaders.
  • Field visits and exposure to the best in India.
  • Engagements with Members of Parliament to understand the origin and structure of Policy formulation and interaction with District-level administrators to understand the implementation of Policy.
  • Opportunities to understand Indian culture, traditions and tourism.
  • Enhance personal knowledge and improve professional performance.
  • St Stephen's Fellow and SCAL alumni status on successful completion of the Fellowship programme.
